CITIZENS ON PATROL HISTORY

The Citizens On Patrol program was started in Brenham in 1996. Members stayed inside the vehicle and were “eyes and ears” only.  If a problem was seen, a handheld radio was used to call it in.  There were approximately 10 to 12 members and a well-used unmarked patrol car with over 100,000 miles was driven.  The duties were to patrol the city parks.  This was later expanded to include patrolling the churches.

 In June of 1998 the program changed.  It was reorganized and a Sergeant was appointed to head the program. The car was upgraded to one in better condition.  A large Citizens on Patrol emblem graced each side.  A light bar with amber lights, and an in-car radio and some other minor equipment was added.  Uniform shirts of a tan color were selected to wear while on duty.  Members designed a patch for their program and it is on each sleeve.  Nameplates complete the uniform.  Members also could purchase a matching jacket if desired.

 In 2002 the structure of the program again changed. The current Sergeant was moved to the position of Lieutenant and two Sergeants were appointed.  One is in charge of events and the other is in charge of the vehicles and equipment.  In 2004 a second vehicle was added and in 2006 a third.

 Citizens are required to attend the CitizensPoliceAcademy, which is a 12-week program.  They must then attend another eight-hour class to learn basic operating procedures. Right now there are 35 members, with 15 to 20 members active each month usually volunteering between 200 and 250 combined hours.  A minimum of 10 hours is required each year to remain in the program.  Training classes are held whenever needed and a quarterly meeting is held to discuss issues and share ideas.

 Most members have been trained in traffic control for special events in the city or for helping at accident scenes.  They may help in the Police Department office by answering non-emergency phones, etc.  They also assist with funeral escorts.  Duties have expanded to helping in a lot of areas.  They are dispatched to calls such as a motorist assist, or object in the road obstructing traffic, to look for a certain vehicle or pedestrian. A detailed report is required to be turned in when going off duty.

 On June 1, 2006 at a City Council meeting the Citizens On Patrol were recognized for their ten years of service to the City of Brenham. For this 10 year period the number of hours volunteered by the members totaled 14821.
